Since the Rotary Encoder is considered an Exodus material, it can be found in the Assembly Workshop, Medical Wing, and Security Office in the lobby on the Stella Montis map. There are no guarantees – items may appear at any of these points, as is the case with all other Exodus documents.
The key here is to start the match close enough to these locations and run there faster than the other players before all the containers are looted. Then, head to the control room in the assembly workshop – that is, any room with terminals and windows looking out, north of the upper level of Stella Montis. The rooms are easy to find as each has a special yellow lever marked that you need to activate the encoder. Activate it and place the item back in the safe pocket.
