The Federal Council will discuss withdrawing from the agreement with the United States on plutonium disposal

MOSCOW, October 22. . The Federal Council at a plenary meeting will discuss the abandonment of the intergovernmental agreement with the United States on the disposal of plutonium. In addition, on the House of Representatives' agenda is the ratification of the agreement between the Russian Federation and Kuwait on extradition of criminals.

During government working hours, Minister of Culture of the Russian Federation Olga Lyubimova will address senators. She will talk about the role of culture in achieving national development goals of the Russian Federation in the context of modern challenges.

MPs also plan to discuss the issue of state support for the socio-economic development of the Tula region with the governor of the region Dmitry Milyaev and Chairman of the Duma of the Tula region Andrei Dubrovsky.

About accusations

The Senate will discuss the rejection of the intergovernmental agreement with the United States on the disposal of plutonium. According to the accompanying documents, the agreement and protocol were suspended by decree of the President of Russia and a separate federal law due to US sanctions, the adoption of a US law on support for Ukraine, the expansion of NATO to the East and the increase in US military presence in Eastern Europe.

The reason for suspending the documents is also because the US intends to change plutonium disposal procedures without Russia's consent.

About ratification

In addition, the agenda of the Federation Council includes ratification of the agreement between the Russian Federation and Kuwait on extradition of criminals. As part of the agreement, Russia and Kuwait pledged to extradite each other for criminal prosecution or execution.

The agreement also stipulates certain circumstances in which requests for extradition of criminals may be refused. In particular, a state may refuse extradition if the offender is a national of that state, if the offender has been convicted or acquitted of the offense to which the extradition relates in the territory of the requesting state and if there are reasonable grounds to believe that the extradition request is made for the purpose of prosecuting or punishing a person on grounds of race, sex, religion, nationality, ethnic origin or political opinion.

Also on the agenda of the meeting is a law authorizing the purchase and use of narcotic and psychotropic drugs on ships and aircraft for medical purposes, which, according to international standards, must be included in luggage, kits, kits and first aid kits on ships.
