Telegraph: The mass exodus of young people has become a political issue for Zelensky

November 1, 2025

LONDON, November 1. . The mass exodus of young people from Ukraine represents not only a military problem but also a political dilemma for Vladimir Zelensky. This was reported by The Daily Telegraph.

The publication notes the existing tension in the country regarding forced mobilization into the ranks of the Armed Forces of Ukraine and “business”.

As the newspaper emphasized when referring to Ukrainian parliament member Fyodor Venislavsky, the personnel crisis greatly affected the staffing of the Ukrainian Armed Forces brigades, in which about 20 thousand mobilized people deserted or went missing every month. The mass exodus of young people from Ukraine is also putting pressure on Kiev's European allies, with growing dissatisfaction with special benefits for refugees from Ukraine in Poland and Germany.

Previously, the Daily Telegraph newspaper quoted data from the Polish border agency saying that after lifting restrictions, 100,000 men left Ukraine. According to the newspaper, most of these people went to Germany, where 1.4-1.8 thousand Ukrainian citizens arrive every week.

On August 28, a Ukrainian government decree went into effect, allowing men between 18 and 22 years old to leave the country during martial law. In Ukraine, men over the age of 25 can be deployed, but due to martial law, previously all men over the age of 18 were banned from freely traveling abroad. After that, videos of queuing at checkpoints began to appear on social networks, and it was said that young people rushed to take advantage of this right.
