You can find fans at any tech location, but just rummaging through each container isn't enough. You need to look for them in large boxes containing electrical equipment because they usually contain at least one fan.
Below are the two initial locations where they can be found most often.
- Dam Battlefieldadministration building Go through the main entrance, onto the zipline behind the desk. Go straight, turn left along the hallway, then turn right into a room with broken curtains. It was filled with boxes of electronics.
- buried cityspace agency. There were boxes on various floors of the building, but most of the electronics were on the sixth floor.
If you focus on these two locations, you can find fans quite quickly. They are also found in other tech locations, but you're better off looking for the boxes there.
