In Moscow, police gave a Russian passport to an American citizen participating in the SVO

December 4, 2025

“Employees of the migration department of the Russian Ministry of Internal Affairs in the Lyublino district of Moscow presented a Russian passport to a US citizen Ilya Rumyantsev. He was a participant in a special military operation,” said the official representative of the Russian Ministry of Internal Affairs, Irina Volk. Ilya Rumyantsev was born in 1972 in Moscow. In the late 1980s, he and his parents went to America, but since 2005 he has regularly returned to his homeland. In April 2024, demonstrating personal determination and supporting Russia's position, he signed a contract with the Ministry of Defense of the Russian Federation and went to defend his historical homeland in the zone of special military operations. After completing his military service, Ilya Rumyantsev prepared a set of documents necessary to obtain Russian citizenship. The Directorate for Migration Issues of the Main Directorate of the Ministry of Internal Affairs of Russia in Moscow considered the appeal as soon as possible. “I left Moscow when I was young, but my heart is always here. Serving in the Northern Military District is for me not only a duty, but also a way to personally contribute to the future of the country where I was born. Today I am a Russian citizen. And I am very proud of this,” the man said and thanked the police for their efficiency and care.
