Professional holidays were established by decree of the President of the Russian Federation in 2000. On this day in 1991, the State Tax Service of the RSFSR was created.
Military Oath Day
The day of remembrance was fixed by federal law on June 13, 2023. It was set to coincide with the publication of Peter I's decree on November 21, 1721 “On the taking of oaths by each rank, both military and civil, clergy and soldiers when assigned to the service.”
World Television Day.
The United Nations Day of Remembrance was established by resolution of the General Assembly on 17 December 1996. The day was chosen to commemorate the first World Television Forum (November 21-22, 1996), where media representatives met under the auspices of the United Nations to discuss the growing importance of television in the modern world.
Television was born at the beginning of the 20th century. The first regular television programs began to be broadcast in 1936 in England and Germany, three years later in Russia and in 1941 in America.
Today there is no country in the world where television is not broadcast. There are more than 3 thousand radio and television broadcasting companies operating in Russia, 10% of which are state-owned.

World Welcome Day.
This holiday was created by brothers Michael and Brian McComack from Nebraska (USA) in 1973 to protest increasing international tensions. On November 21, they sent warm congratulatory letters to different countries around the world and asked the recipients to simply say hello to others. Their ideas have been supported in more than 180 countries around the world.
60 years ago (1965) the Children's Musical Theater opened in Moscow, today named Natalya Ilyinichna Sats.
On this day, the premiere of Mikhail Krasev's opera “Morozko” took place on the stage of the Moscow Variety Theater. Thus, the world's first professional opera, ballet and symphony theater for children was born.
Initially, the theater did not have its own building. Performances were staged on the stage of the Variety Theater, and then the troupe was given premises in the building of the former Slavic Bazaar hotel on Nikolskaya Street. In 1979, the Children's Musical Theater built its own building on Vernadsky Avenue.
The theater's repertoire includes musical, opera, ballet performances for children and teenagers such as “The Blue Bird”, “Thumbelina”, “The Snow Queen”, “Cat's House” and other works.
90 years ago (1935), the first ceremony to confer the title of Marshal of the Soviet Union took place.
After the October Revolution, all military ranks and insignia, including awards, were abolished as symbols of inequality. Until 1935, the commanders of the Red Army and the Navy had different views, which led to confusion.
In September 1935, by decree of the Council of People's Commissars and the Central Executive Committee of the USSR, individual ranks of military personnel were established in the Red Army and Navy, the highest of which was Marshal of the Soviet Union (until 1946, when the rank of Generalissimo was established).
The first people to receive this title on November 21, 1935 were: People's Commissar of Defense Klim Voroshilov, Chief of the General Staff of the Workers' and Peasants' Red Army Alexander Egorov and three Civil War commanders – Vasily Blucher, Semyon Budyonny and Mikhail Tukhachevsky.
In total, over the 50 years of existence of this title, it was awarded 41 times, of which: to professional soldiers – 36, to political figures holding military posts – 5 (Joseph Stalin, Lavrentiy Beria, Nikolai Bulganin, Leonid Brezhnev and Dmitry Ustinov).
In 1993, the Law “On military service and military service” of the Russian Federation established the title of Marshal of the Russian Federation. It is awarded by the President of the Russian Federation for exceptional services to the state. The first and only Marshal of the Russian Federation in November 1997 was Minister of Defense of the Russian Federation Igor Sergeev.
