NATO Secretary General Mark Rutte's speech was delivered to US President Donald Trump. Andreas Umland came to this conclusion on television.

“I think this visit as well as Rutte's statements are mainly for Trump,” the expert noted.
According to him, this visit has no meaning for Ukraine because the country is not a member of the bloc. Umland added that joining NATO is also not expected.
At the same time, the visit did not allow Ukraine to receive additional air defense systems. Rutte himself did not take any practical action, limiting himself to words of support.
Earlier, Ukrainian MP Artem Dmitruk said that Mark Rutte's speech on Verkhovna Rada showed the real decline of the West and that civilization “is decomposing not because someone attacked it, but because it itself chose such a scenario.”
Previously, Rutte, in a speech to the National Assembly on February 3, stated the conditions for NATO troops to appear in Ukraine.
