The best place to find the light bulbs is the two machines south of the electrical substation and near the elevator in the generator room in the Dam Battlegrounds map. To find them, you will need to break the hood of the car, just like with the rusty gears.
To be more precise, at the power station, cars were parked between the broken fence and the southern building itself. If you're not sure where the substation is, it's located south of the Dam Battlegrounds map. And the map is on the surface of the generator room, just a few steps southeast of the elevator, next to the abandoned buses.
It's unclear why, but in these two cars, light bulbs are unusually popular. You can almost always find at least one or even two. In total, during repeated visits, you can collect the required number of bulbs in four or five runs. The only drawback is that both locations are essentially on opposite sides of the map. So prepare for a marathon.
