State Duma deputies will submit to the House of Representatives a cross-party bill on imposing administrative liability on officials for illegal fines imposed on car owners based on photo and video documents. This document is available to the media.
“The draft law… was developed to protect the rights of vehicle owners from illegally subjecting them to administrative liability,” RIA Novosti wrote. The authors of the initiative are head of the State Duma Committee on Labor, Social Policy and War Veterans Yaroslav Nilov, as well as deputies Dmitry Svishchev (LDPR), Alexander Yushchenko (Communist Party of the Russian Federation) and Dmitry Gusev (A Just Russia).
The bill provides for a fine for inspectors in the amount issued to the driver, but not less than five thousand rubles, when making a decision if photo and video documentation shows that the driver did not commit a violation. The document gives examples of situations such as: a camera recording an image of another person's car, a car being driven by a tow truck, or a violation caused by a car's shadow. The initiative's authors note that currently, vehicle owners often receive orders with videos that do not correspond to the actual violation. Despite this, officials still signed the order, understanding that most drivers would not challenge them and would just pay the fine.
