More than a third of the migrants failed the Russian language exam on their first attempt at the end of 2025. This was reported by the press service of the Ministry of Education and Science.

“201,675 people took the exam at the corresponding level to obtain a work permit or patent. Of these, 87.9% passed the exam. At the same time, 35.5% did not pass the exam on the first attempt,” RIA Novosti quoted information from the press service of the Ministry of Education and Science.
The exam is carried out at three levels: to obtain a work permit, a temporary residence permit and a residence permit. Each level includes a test in Russian as well as a test of knowledge of Russian history and law.
1,223 people passed the test to the required level to apply for a temporary residence permit – 70.6% passed successfully, while 39.5% did not pass the first time. To obtain a residence permit, 11,723 people passed the test: 82.3% passed the exam, 29.6% failed on the first try.
The exam can be taken at 203 locations across Russia, as well as in Tajikistan and Uzbekistan. Among them are 88 Russian universities, of which 82 are affiliated with the Ministry of Education and Science.
